Can I continue to use paper forms?
It depends on the form application. Some applications require that you submit electronic forms (no paper forms) and use FTU for all approvals. For other applications, the use of electronic forms and FTU is optional but is encouraged for many reasons — more accurate form information due to online validation, faster approvals, no "lost" forms, reduction in paper, etc.
If a form is initiated electronically, it must be approved via FTU. If a form is initiated on paper, the paper form is circulated and signed manually and FTU cannot be used for routing and approvals.

Can any department develop a form application and use FTU for routing?
Yes, that is the idea behind FTU. Keep in mind that FTU does not provide a web page on which the user can enter the form information. This must be done by the form application. FTU supplies a place to view all forms which have been created in other applications, and provides a uniform way to approve them.
