Enterprise Business Systems (EBS) - Error: "SAP Transaction Error: Blocked this site from downloading files to your computer or Find a Program online to open it"

Problem

You are presented with a pop-up to allow blocked content. When you allow blocked content, the second box for a file download comes up and the program to open the file type cannot be found.
