Resolution

Selecting Use Without Private Relay will turn iCloud Private Relay off for the eduroam wireless network and restore connectivity.

Cause

eduroam currently requires features beyond MSU IT's ability to control that are blocked by iCloud Private Relay. Often the setting will turn itself off and present a pop-up indicating that, but other times it will prompt the user to choose to turn it off, which is what this error message is about.
