Error: "Oops. File Could Not Be Submitted" When Trying to Upload a File in D2L

Problem

When trying to upload a file to D2L, you receive the error: "Oops. File could not be submitted", and the upload fails.

Resolution

Remove all special characters (like punctuation, etc) from the file name and try again.

Cause

Special characters sometimes (but not always) breaks the upload process. Removing them from the file name works around this issue.
